Ministry of Information Issues Advisory on Responsible Use and Dissemination of Social Media Content

Phnom Penh, July 29, 2025 — The Ministry of Information has issued an official advisory addressing the responsible use and dissemination of content on social media platforms. The guidance comes amid rising concerns over inappropriate language, the creation and sharing of misleading images and videos, and the spread of false information that can damage individual dignity and national integrity.

The ministry highlighted recent incidents involving inappropriate comments, the creation and editing of images and videos, and the dissemination of misleading content on social media platforms, which have led to defamation and undermine respect for the monarchy and leadership figures. In response, officials emphasize the importance of maintaining civility, responsibility, and adherence to ethical standards online.

The advisory urges all content creators, social media users, and the general public to exercise caution when sharing information, particularly in sensitive contexts such as the ongoing border dispute between Cambodia and Thailand. The ministry emphasized that editing or sharing false images and content that could offend or mislead the public or portray falsehoods about national leaders should be strictly avoided.

Additionally, the ministry advises journalists, social media influencers, and citizens to verify information before sharing, especially regarding conflicts or disputes, to prevent provocation and escalation. Content that is false, offensive, or detrimental to national peace and sovereignty will be deemed unacceptable.

Expressing appreciation for responsible journalism and social media engagement, the ministry encourages content creators to support ethical practices that uphold the rights of individuals and the integrity of Cambodia. It stresses that promotion of truthful, respectful, and mindful content aligns with the country's efforts to foster social harmony and international reputation.

The ministry also underscored its commitment to collaborating with journalists, social media platforms, and stakeholders to promote ethical content creation. It called for cooperation to prevent the spread of misinformation and content that could incite violence, hatred, or racial discrimination.

The advisory reinforces Cambodia’s dedication to peaceful conflict resolution and urges all stakeholders to act in accordance with international law and national regulations. Violators of these guidelines may face legal consequences as part of ongoing efforts to uphold public order and respect for national dignity.

The Ministry of Information's statement concludes with a call for all Cambodians to contribute positively to the digital space by promoting ethical and responsible use of social media, fostering peace, and supporting sovereignty and national unity.
